It is normally quite busy as soon as the light is bright enough to play, with at least a couple of games in progress.
I had the feeling those men were waiting for more players – or possibly, their equipment!
My prowess in team sports is abysmal. I can lay claim to a truly remarkable lack of hand-eye coordination for ball games. Had I got involved, the only thing cast would be aspersions!
I don’t see any evidence of shuttlecock or racquet…

They were waiting for you to cast the shuttlecock to see which side served first.
